Before founding EYI, Joe served as State CIO of Oklahoma, managing a $1 billion technology portfolio across 188 state agencies. He created the state's first comprehensive AI strategy framework and served on the Governor's AI Task Force. That experience — seeing firsthand how government agencies struggle with institutional knowledge loss, siloed data, and vendor lock-in — is what drove him to build Ghosthound.
Joe currently also serves as Senior Program Manager at Jack in the Box, leading Menu Modernization and digital transformation for the national QSR chain. This dual role keeps him grounded in real-world enterprise operations while building the next generation of AI platforms.
